Always, always, always "after a shower"...it opens the pores (steam) and softens the hair so that it shaves easier and your skin is less reactive...remember you are running a blade across your face, also shave with hot water. Then don't rinse with hot water, rinse with cold, it closes the pores (wakes you up) and if you put any kind of cream or aftershave on your face it will not clog your pores.
...lol...wife to be is an Aesthetician. (Think, hot wax and hair removal in 40 year old virgin ;) )

I used to shave during, but have gone to before when I switched to electric. Pulls too hard if I do after because my skin is soft.
It's better for off-road too, don't knock it till ya try it. Started shaving my legs 16 years ago and have no plans to stop. Actually, I've probably appreciated it off-road more than on road- more wrecks.
Shaving is too frequent. Wax is the way to go.

Assuming you were referring to my post, you'd be surprised at the whistles and comments I get about my legs from women when I'm running.
Luckily by the time they start giggling, you're out of earshot.
Before the shower, and ONLY the face.
